What is causing this bad Battlefield 1 performance?

I've been getting 40-ish frames in Battlefield 1 with the occasional stutter. In MSI Afterburner I've been seeing CPU usage in the 90s and GPU usage in the 60s, so it shouldn't be choking at 40 frames like it is (this is at near ultra settings).

Specs:
GPU: GTX 970 4gb EVGA
CPU: i5 6500 @ 3.2ghz
RAM: 16gb DDR4
Motherboard: MSI B150M Bazooka
Hard drive: 2TB SATA Seagate
240gb SSD

Battlefield 1 has quite terrible CPU optimisation, quite a lot of 6700K's struggle at ultra settings at certain points, try lowering the CPU intensive settings a bit and it should boost your FPS a bit.

There's also this, cannot say for sure, but things that involve objects falling, explosions etc.
