I'm confused. please help me :(

Hopefully this makes sense...

I noticed my CPU frequency in CAMS(nzxt) was showing 1199, when it should be 3800. I checked msi/intel Extreme Tuning Utility and everything seems normal, temps are ~30C , Voltage 1.1480, however frequency is 1.2GHz and showing thermal throttling :S.

Thanks in advance for any help :)

If your temps are in check it shouldn't be throttling. Intel uses speedstep to save power. It can idle anywhere from 800-3500. Enabling high performance mode in power options will make it always run at it's highest base frequency.

Its at a constant 1.20GHz, even when running a stress test, the frequency and temps don't change at all
