Is 66 ghz refresh rate good enough?
Also, what FPS will I get on GTA 5, with max settings?

Solution
Sorry, was busy with other things.

Power supply could be greatly improved, the motherboard is not well fit to handle a high clocked i5 as it has no MOSFET cooling. Your video card has a blower style cooler on it... Since these only have a single turbo fan, they are considerably louder than most other cards.

All of the issues I mentioned have been corrected in the build below.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor ($191.91 @ Jet)
Motherboard: MSI B150 PC Mate ATX LGA1151 Motherboard ($70.98 @ Newegg)
Memory: G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2400 Memory ($94.99 @ Newegg)
Storage: Western...
Refresh rate is measured in Hz, not GHz. Having a screen running at 66GHz would be 66,000,000,000 frames per second.

You've not linked your list correctly. Hit the button that has a picture of [BB] and then copy paste that code here on Tom's. You'll find it'll work seamlessly if done right.
