GTX 1060 Lag problem

I Have This PC :
Cpu corei5 2320 3~3.4Ghz (in game-debate.com GD rating is 9/10 - i5 2320 Benchmarks Close to i5 6th Generation i5 6500)
Gpu Nvidia GTX 1060 Msi Gaming X twin frozer 6GB
Ram 8GB DDR3 1333mhz
Motherboard Asus P8H61 R.2 USB3.0
Power Green 585watt Bronze80plus
Hard Toshiba 3TB 7200Rpm 64Mb
But now my problem :
when i play Games like BlackOps3 Mafia 3 or ... game lag a little ( little lag or sometimes games not smooth and seems blurry )
For example Fps Down to 5-6 in one moment and increase to 120 ( not fix and variable from 50 to 120 (BlackOps 3 ) but sometimes down to 5-6 )
My monitor is Samsung Syncmaster T1900 1440x900 75hz
My max resolution is 1440x900 HD.
GTX 1060 cause lag in my HD resolution
Gpu app set on Gaming mod
( Fps in some games
BLACKOPS III 50-120 Fps
Mafia 3. 80-300 Fps
Pes 2017. 300-600 Fps
Total war Medieval II. 300-1300 Fps
GTA V 50-200 Fps ( but sometimes down to 10-50 )

I test my Pc with another monitor ( with A television )
Samsung D8880 => Tv specs
3D
FULL HD
1920x1080
60hz
Clear Motion rate 800hz

gaming with FullHD resolution (Not 3D) of this tv is full of lag ! Notplayable because of lag
What is my problem ?
Cpu ?
Ram ?
Nvidia Control panel settings ?!
FPS and Refresh rate doesn't match ?
Windows 10 professional ?
What happen when Fps Higher than refresh rate ? ( My fps Higher than refresh rate )

Note : all of the games run on maximum graphic settings
Note : Nvidia Display Driver updated ( latest version )

Find out exactly what PSU you have, power flucations from a low quality PSU can cause the FPS drops like this.
Also find out your exact HDD model as well, if it's not actually a 7200rpm drive, drops like this can happen as well, and those larger cheaper drives are usually not 7200rpms.

You may also want to try to cap your FPS as running at higher FPS than you can actually display puts a higher strain on the GPU and can lead to drops when sudden increases in processing power are needed.

I recently Bought Gtx 1060 and HDD 3TB 7200rpm together
I said my psu is 585watt bronze 80plus 82℅ efficiency
Psu build quality is very Good
But i have another problem
My case metal parts have electricity (example : when use Aluminum phones to connect usb port = Electricity Phone body)
What do you think about this ? It mean power have issue ??
What should I do for this problem ?

About HDD : do you know any software to view hdd rpm ?

About Fps : what should I do with fps ? Lock it on 60 ( in some games like BlackOps ) or set it unlimited ?

I had the same issue , my cpu is i5-2310 and b75m Motherboard , first of all for the 1060 to work on my mobo i had to update my bios then only the 10 series card was detecting on my motherboard. There are lot of issues online regarding 1060 cards not performing so well on the previous gen mobo's. Actually the issue is with the PCI slot of the motherboard.

If you case has some static electricity or shocking issue when you touch it, it may mean it's not grounded, does the power cable you use have a 3rd grounding prong on it?

yes, lock the FPS to 60 either in each game individually, maybe by force enabling V-sync through Nvidia Control Panel.

You may not have enough ram for games like BO3 and M2 though.

So you said my pc lag because the ram is not enough ? Are you sure ? if it is true im must be upgrade my Motherboard/Ram/cpu/add SSD and change my case :(

Well, it sounds like you have quite a lot of problems going on, the static electricity issue could damage other hardware, and it could be related to the case or the motherboard, but the case would be the most likely source.

Your motherboard can support up to 16gbs of ram so you just need to buy a 16gb (2x8gb) DDR3 ram kit at 1333 speed

DDR3 RAMS PRICE IS CLOSE TO DDR4 RAMS PRICE ! but DDR3 rams Frequency and clock is lower than DDR4 rams ! i think its not proper cost for upgrading the ddr3 system !
MY PC = 2x4GB 1333ram
If i want to change ram i must buy 2 new rams 8x2 ( because my motherboard just support dual channel )

Correct me if I'm wrong.

But did you say that everything worked fine on your old monitor until you changed to a TV?

If so, your tv should have a setting meant for gaming.

When I tried using my TV as a monitor (Full HD 3D) it was very laggy until i set an option in the tv settings itself which was meant for gaming.

That solved my problem.

NO No ! Gaming on my monitor(HD) is a little lag
But gaming on TV(FullHd) = Full Lag :))
Yes yes you right !! I forget about gaming mode on tv ! But its not important on tv
I want to solve my problem on My monitor ( little lag )

But i will be test Gaming mode on Tv later :)

In our country i cant find any ddr3 ram with 1333mhz ! Lowest Frequency available ram is ddr3 1600 ! Available 1333mhz rams capacity is low ! 1GB_2GB_4GB !
Ddr4 rams more available than ddr3 and ddr3 models are very determinate !

No way to upgrade ram capacity :(
 
1600mhz kit will still work, it'll just downclock itself to 1333mhz.

Ram prices in the U.S. for ddr 3 and 4 are still pretty similar as wel, but upgrading to DDR4 would require a ton of a new stuff as well.

Also are you sure you got the 6gb 1060 and not the 3gb one? cause the 3gb 1060s are made with reject chips from the other tiers of GPUs and can quite possibly be a bad chip. (i.e. a chip not good enough to be a 1070 or 1080)

V-sync set to either On or Adaptive (but not half)

Are you sure ??? 1600mhz work???? My Cpu only support 1333mhz( cant support higher frequencys)
!!! I know the clock down to 1333 But it happen when you use another ram with lower speed ! Not true?

Your cpu support 1866?
My cpu highest is 1333
If i buy 8GB 1600mhz and use it with 4GB 1333
(Two different brands two different Frequency )
I think it may cause problems ! No problem ?

My cpu in intel site Support 1333mhz
Now can i use 2133mhz rams ?
For example people buy i5 6600 with gskill 3200mhz but i5 6600 in intel site Support 1866mhz ! Even i7 6900K 20MB cache in intel site Support 2400mhz
Ram frequencys must support by Motherboard or cpu ? :|
Many people Buy 3200mhz ram with motherboard that support 2133~3600mhz(xmp) and buy i5 6600 that support 1600~1866mhz !
Can i buy 2133mhz rams ? ( Mainboard support 1066~2200mhz OC Xmp )
