The display on my computer goes out then about 5 seconds later it makes a buzzing noise then the computer restarts. This usally only happens whenever i quit a game or load something in a game. Rarely it happens just during gameplay or watching videos. Upgraded from a 500 watt psu to a bronze 700 watt and the problem still happens, so i know it's not a psu problem.

My first thought was an overloaded PSU.
My second thought is an overheated component - CPU or GPU. Can you monitor your temperatures to see if anything is running hot? I prefer to use HWMonitor http://www.cpuid.com/softwares/hwmonitor.html
My next thought is a hard drive going bad. You should download a diagnostic for whatever hard drive you use.
It's not likely, but it could be a bad video cable or the monitor shorting out. (I've seen monitors short out when changing video mode) But that usually ends up killing the video card too.

But to be honest, this sounds like you have something shorting out the PSU. Can you get this to happen consistently?

The problem started happening after i upgraded to the RX 480 from a GTX 960, but now even when i put the GTX 960 back in my PC, it still happens. I've wiped all the previous drivers clean off my PC, temperatures are 60-70 °C on the GPU and the CPU is about the same. I tried multiple monitors with different resolutions but that didn't fix the problem. Also every game i play is downloaded to the (D: ) drive, just incase that has something to do with it. Although it only started happening after upgrading video cards. I tried other video cards as well.

UPDATE: I was just scrolling through my emails and then i all the sudden get a light gray screen. The computer had to be restarted manually and i've had the restart issue for about a week or two, but now this just started happening.
