3570k high background usage.

So i recently overclocked my 3570k. I am currently at 4.2 from the base 3.4 with the 212 evo cooler. Temps never go above 60 even on full load but for some reason my background cpu usage is always around 50%. I am not sure what the issue can be, and I was thinking of reinstalling windows, but before i do that, i'd like to know what can be causing this. Any help would be appreciated. Here are some links to user benchmark and my task manager along with cpu temps. My cpu usage during gaming can go up to 95%!

Also, should i try and maybe push the CPU to around 4.4-4.5?

i5 3570k @ 4.2
EVGA GTX 1070 8GB Superclocked
16GB 1333 corsair DDR3 RAM
250GB 850 Evo SSD
1TB WD Blue
Gigabyte Z77 Motherboard
Corsair RMx 850

Adding another 5% clockspeed isn't going to significantly change how it performs. You might be at the point where a reinstall is necessary.

For what it's worth, directx12 won't be coming to Windows 7 and it offers significant performance (and sometimes visual) improvements to games that use it. I understand if you don't care for the OS, but Microsoft is effectively forcing people forward by dropping support for 7. Be aware that by sticking with 7 you're missing a lot of potential performance in newer games.

i believe my pc has been running for about 2 weeks now without turning off. So try and cancel that task and see what happens?
 
Chances are good that if you force close svchost, you'll either get a bluescreen or you'll lose the ability to connect to the internet. A fresh install of Windows might fix it if it doesn't go away on its own, and now that I think of it I have seen this a few times with 7. Unfortunately, M$ isn't much interested in fixing issues with 7 anymore since they've offered 10 free to everyone.

i have windows 10 on my laptop, and im not interested in installing it on my main pc. But what about this test that I did, CPU seems to be under performing quite a lot, and should i try OC it till 4.5 maybe?

I just checked something, and for some reason CPU-Z shows that my RAM only has a 667 max frequency, when i know its 1333, can this be something?

Thanks for the info, i still don't think ill update to windows 10 anytime soon
