I ask you, the community of Toms Hardware to help me find whats bottlenecking my custom gaming rig. The components includes ...... asrock 970 extreme 3 motherboaord, amd fx 8350 cpu, h80 cpu liquid cooler, 2gb gtx 660 graphics card, 8gb ram, an 200gb ssd, and 1tb hardrive...........

I suspect the graphics card is whats bottlenecking my computer, if so what else can I do to increase my computers speed? another thing, whats a cheap graphics card around 100 that I could pair with my existing gtx 660 graphics card?
I have a 750w power supply, if I added another graphics card, would that 750w power supply be enough?

Solution
Your motherboard is your weakest link. It's not good enough for a 125w cpu. The FX8350 are both old and mediocre, but they are relatively equal to each other.

ctr+alt+del it will show what is at 100% or near that. and that is what needs changing, though disk use aat 100% should not be big difference in gaming(especially if you turn off most other things when gaming)
and see what programs use most % it might be the problem

also it can be viruses if you dont have antivirus download avg, defragment hard drive(dont defragment ssd)

My processor runs at 4300 MHz max and as far as temp between 2c and 16c
How is my motherboard bottlenecking my computer? I would like to know for future reference. If I was in the market for a new motherboard what qualities would make for good processor overclocking?

also my GTX 660 runs somethings at 120 degrees F. Could like be a bottleneck?

Your mother cannot handle the heat of a 125w cpu and the motherboard will actually throttle the cpu down to as low as 1.4ghz under loads to cope with the heat. That is why your cpu temps are not a good judge of whether there is a problem or not. Monitor your cpu temps under a heavy load and you'll see what I mean.

This problem is exclusive to 125w AMD FX cpus on the cheaper AM3/AM3+ motherboards.

I recommend any 4th or 6th Gen Intel i5. I would not even bother with overclocking because it isn't necessary.

If you do insist on overclocking, you would need a "k" model i5 or i7 and a "z" motherboard.
