Why does Fallout 4 run smoothly on a PS4 but not on a PC with similar specs?

My pc config:

i5-2400 (3,1ghz)
8gb ram
750ti

I finished the game months ago so I don't remember how many FPS I had, but the game didn't run smoothly even on lower settings. Why?

Now I installed Mafia 3 and it runs even worse with the lowest settings.

you need to provide more details, how many screens do you have, or what the temperatures are?
Just because it doesn't run smooth does not mean we can give you a solution ;)

Unfortunately I finished and uninstalled Fallout 4 months ago. I will check mafia 3 later.
I have one 1080p screen. I am not sure about temperatures. What temperature is considered too high?
What other causes could there be? (i had the latest driver).

I never try to run the game at more than 1080p. I tried lower resolution but it looks blurry because of the monitor.

My GPU is : GIGABYTE GeForce® GTX 750 Ti OC WindForce 2X, 2GB GDDR5, 128-bit

So if the temp is higher they won't work at full capacity?

Well, not exactly.
But hardware has its maximum operating temperature, if it goes over it, the system will either crash or switch off.
Some AMD graphics chips are still working fine at 90-100 degrees so you can use them to boil water for your tea(don't do that).

Ok but then it doesn't have to do with my problem :)
My problem is low FPS and not crashes.

Have you seen the recommended requirements for mafia 3?
CPU: Intel I7-3770, AMD FX 8350 4.0 Ghz
CPU Speed: Info
RAM: 8 GB
OS: Windows 7 64-bit
Video Card: 4 GB of Video Memory and NVIDIA Gefore GTX 780 or GeForce GTX 1060, AMD Radeon R9 290X
Sound Card: DirectX Compliant Sound card
Free Disk Space: 50 GB

Maybe your PC is just too weak for these games?

I am sure it's weak for mafia.
But my question is why does fallout 4 run fine on ps4 and not on my pc that is similar or better than the ps4?

Fallout 4 should run the same way on my PC as it runs on the PS4.
