Best cheap cooler for i5-3570k?

Hi Guys!

I'm thinking about overclocking my 3570k, and it's clear that it shouldn't be done with the stock cooler, so I've been browsing some coolers, I found one for about 30 dollars, it is an "ARCTIC Freezer i11 CO" I wouldn't overclock it too much, maybe around 4,2 GHz.
What do you think?

What is your budget, and where do you live currently, as that will assist me in assisting you ;)

I can recommend a few other ones, that may bring better performance than the one you found:

Cooler Master Hyper 212 Evo;
Cryorig H7;
Noctua DH-15.

The best Price/Performance out of the 3 is probably the Cryorig H7, the Noctua performs similarly to AIO water coolers and brings the best performance, but is really expensive.

The H7 will also allow you to overclock a bit extra than what you want, so it gives you a little headroom as well. The 212 Evo will also do this, but may struggle a bit at higher clock rates.

I wouldn't like to buy an expensive one, since I spent a lot of money on my computer lately, and also my salary won't let me spend much, lol.
Probably around the 30-40 dollar price range. Am I not able to purchase a decent cooler for that money? I really don't want to overclock it too much, just maybe a bit above 4GHz

Do you have a website I can use, I was just going off of the prices here in the UK and in the US, as these coolers are around $20-$30, and the noctua being around $70
