Whilst browsing my CPU can reach temps of 78c

Ive just purchased a motherboard speaker, and upon using my computer it started to make a consistent noise which I have now figured out is when my cpu gets too hot, so I downloaded a program to see the temps and it the max so far is 78c just from browsing and I think this shouldnt happen, any ideas?

It shouldn't, but if you have a lot of background processes going or have inadequate airflow/CPU cooler, then this can happen. Also, if the CPU cooler is not seated properly for even contact or you have too much or too little thermal paste on the CPU lid, it could overheat as well.

Yeah, you should be able to hit Ctrl+Shift+Esc, go to the Startup tab, and turn off/disable any startup processes you don't need/want on. That is assuming you have Windows 10.
