I found an intel mobo with a cpu in it while cleaning my house . The mainboard is h61m-ds2 rev 4.0 which still work fine ( tested with g2030 ). I'm planning to buy an used i7 3770 non k which cost around 225$ ( the new one cost around 375$ in my country ) but i'm not sure is it safe to do so ?
How can i know an used cpu is in good condition ?

Most sellers are local shops ( some small shops ) , some have 1month rma , some have 12 months waranty
What do you mean local and small shops? Are these sellers online or mortar and brick stores?
With such vague info give I don't know. As long as you are 100% certain you can get your money back and they are a reputable store I would buy it. Someone you never heard of with questionable service? Absolutely not. ebay, amazon, newegg, frys and a few other retailers I would have no problem buying a used CPU from. There was a question posted not too long ago about someone who saw an extremely inexpensive CPU. It was less than half of retail price but it was brand new in box. The seller on ebay had no prior sales. This was his/her first offering. With ebay's protection in place and clearly posted on the page I said yes. It would have been VERY risky but with ebay in the picture they also handle disputes. A "local" shop? You may be left holding the "bag" with a broken CPU without recourse.
Bottom line? Caveat emptor.
