2 weeks since yesterday i have had high ping in games its playable but it is not what i want, i used to get 20-40 Max ping on games like CSGO and BF1 now i get 100-200 ping

things i have tried in less detail:
Everything.

things i have tried in lots of detail:
1.Unplugged router modem reset 20x
2. Changed router password
3.Changed game settings on games
4.unplugged computer reset 3-10 times
5. everything possible in CMD like netstop , netstart ipconfig/release /renew /flushdns
6.checked for virus on my computer (i dont even know if virus can affect ping)
7.asked everyone in my house to stop using internet
8.plugged my computer directly into modem (im using ethernet btw)
9. blow up my pc (havent done this one yet)
10. and to top it all off in speedtest i get good internet speeds. http://www.speedtest.net/my-result/5728416449

so what im i supposed to do i just want to play games with my friends and YES i have talked to my ISP and they said there is nothing wrong!!!!!!!!!!!!!!

Solution
It is possible your ISP filters out ping requests. Not sure on that one.

You can go back to my original suggestion. Set up something with two way traffic and use performance monitor to see if there are any interruptions. A simple one is an open mic to an external voice server. But really anything with a consistent upload/download.

tracert to your destination IP (game server) and see where the traffic is going. If one of the hops is taking a long time, it is the culprit.

Another simple test. Use Performance Monitor in Windows to check your incoming and outgoing bytes/sec on your network adapter. If you see it dropping to zero, even for brief periods, this will increase the ping without necessarily effecting upload and download speeds.

ISPs will not dig very deep unless you force them to.

You have to identify the problem before contemplating fixing it.

If your NIC is bad, then you'll need a network card.
If your ISP or ISP provided equipment is dropping packets but they won't admit it you'll have to hound them.
If there is a problem in the web, well, there are people in charge of fixing those kinds of things.

You can try switching DNS providers and a couple of other things, but until you have evidence of the actual problem there isn't any quick fix anyone can give you.

What is NIC? could something in my pc be slowling down

Network Interface Card.

Yes something in your PC could be slowing you down. That is the idea behind troubleshooting.

You have more than one device on the network, test with those as well. You need to narrow down the issue to your computer, router, modem, ISP, internet, server before knowing what to do next.

Well I don't know your exact configuration so it is hard to say, but 32bytes is almost nothing to a Gigabit connection and doing it only 4 times in a short period won't catch an intermittent problem that doesn't last that long.

ping -n 100 -l 20480 <ip address>

With ip address being something other than 127.0.0.1 aka localhost. Since this is basically spam, you'll want to find something that is okay with being pinged external to you. Many people use google.com 's DNS server 8.8.8.8, though I've never sent them a large ping, so they might have filters set up to prevent such communication.
