RAM spilling over onto HDD

So I just changed my processor upgraded from i5 4670k to i7 4790k thinking that my processor was the reason for performance issues.

I installed the new processor etc. and now come to find that I am still experiencing the same issues. When I open my task manager my memory stays locked at 43% or so and will not go past that but instead spills over into my HDD which has hit 100% at times.

So what I'm asking is do you think that this is a RAM related issue? If so should I change slots and see if that works? I'm pretty sure my computer recognizes there are two sticks in there because the memory won't go past 43% so maybe one of them is not working properly?

System info? Can do the next for that,

download hwinfo32,
install and open it=click run,
close the top window which is the system summary,
at the left top click "save report",
at the bottom of the next window check "short text report",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
