Why is my GTX 1060 AMP! never in fanless mode?

So I read that my GTX 1060 AMP! has a fanless mode that turns off the fans when below a temperature threshold, (Yes, I know that idle is when not gaming.. I am roughly on 2-5% gpu load) this "feature" rarely never happens. However yesterday I saw that my gpu was actually fanless and had a 0% fan speed when on the internet/youtube and look something like this ( http://imgur.com/a/LQnBj ). You can see that both the core clock and memory clock are VERY low so the thermal output is alot less. The bad thing is that my GPU rarely goes into this low temp state and is always clocked at these speeds ( http://imgur.com/a/VjpjB ).
My question is how do I get my GPU to automatically have low clock speeds when on Idle so my fans dont spin... until I launch a game or something. Thanks

try resetting the fan curve from afterburner + it depends on the temp i have rx 480 and some times it goes fan less in 50 C sometimes fans are working on 47 C. and also try removing your side panel and letting more air in.

I suggested to remove side panel to just to have a look.that's all anyway prom the pics you posted it seems like it has to go under 30 C to stop the fans.
