750ti graphics card

I am new to all of this computer gaming and just computers in general. I took an old pc that l had found that it could run csgo at around 110fps. So then l bought GTA 5. But with my ancient graphics card it could only run in 600x800. So l bought a new graphics card (750ti) and had a friend that is an old pro at building computers install it for me. The computer works and turns on but is now incredibly slow. Also, when l try to play gta it wont let me is comes up and says "Unable to initialize Directx 9 device. How do l fix this?
