I'm fairly new to PC gaming had my PC only since August and on some games I play like rainbow six siege and Mafia 3 I get around 50-65% CPU usage and I don't know if this is a problem or common on older games like mafia 2 i get like 15-27% usage and I don't have any other intensive programs running in the background.
My Important Specs are
CPU: Intel core i7 6700K @ 4.3 GHz
GPU: MSi GTX 970 Twin Frozr V 4GB VRAM
Motherboard: Asus ROG Z170 Maximus VIII Hero
RAM: 16GB Corsair Vengeance RAM 3000MHz DDR4

It's perfectly fine. Your cpu only works as hard as it needs to so it saves power. You've got a good cpu so it chills when gaming. Also your gpu will carry most of the hard work. Play a game like bf1 and I'm sure there will be a much higher usage in cpu. When I play warthunder my i5 4690k cpu usage is max 47 percent but on battlefield it's 100 percent.
You've got a good system there.
