GPU TDP and Freezes

Hi
I have game freezes.
I did a benchmark and the TDP of my gtx 1070 is just at 70% but what does that mean?
And is the game freezing because of this?
And GPUZ says RefCap reason limeted by reliability voltage what does that mean?

Are you overclocking at all?

Perfcap tells you the reason why your card wont boost any higher with clock speed. Vrel is normal because your card wont boost to infinity so theres always a reason why it limits.

TDP is the percent of power draw the card is drawing. My 980ti has a tdp of 250watts and under full load, I go up to 110% TDP which means my card is drawing 275-300 watts.

While gaming, both of my 980ti cards are at about 70%tdp in very intensive games which is pretty normal. Its not a bad thing, it just means the card isnt drawing as much power
