Windows not starting with ssd and hdd, on fresh reinstall of 8.1

I have a pc that I built that has an ssd and a normal hdd. I previously had it set up to boot off the ssd (where windows was installed), and I kept most of my games, documents, and data on the regular hdd. I had it set up through windows (8.1) that my documents, downloads, and those kinds of things were routed to and stored on the regular hdd.

I just did a fresh install of windows on the ssd, and now the pc won't finish starting up if the regular hdd is attached. It starts up fine with just the ssd, but when I attach the hdd, it hangs on the blue windows logo screen with the spinning dots or immediately thereafter on a black screen.

I assume it's because of how I was using the hdd previously, but how do I fix this so I can get all my data off the hdd? Thanks much!

Did you unplug the HDD when you installed windows or no and if you unplugged it was it plugged in the first time you installed them that way?

To me it sounds like it is trying to boot off the old boot that may have gotten stored on the HDD even though to installed windows to the SSD (This is why everyone says to ONLY plug in the target drive when installing windows). If that is the case the you will need to pull everything OFF that hard drive and then do a diskpart in the command prompt, clean the drive, and then repartition it and copy everything back.
