Video Card Underclocking itself

Hi, currently i am running a sapphire r9 270 clocked at 945mhz
lately, however, my gpu will only run at 920 mhz and i cant figure out why
first off, it is not thermal throttling as it peaks at about 67 C under load
and, before this problem occured, it would run at the stock 945 (or even with a slight overclock) at like 74 or 75 C so i dont see why now it would throttle at 67 C
i have the latest amd drivers (version 16.11.4) as well
the card wont run an overclock either, with a slight or large oc in afterburner it still runs at 920mhz per the afterburner osd
i thought afterburner may be messing up for some reason so i tried completing closing it and using nxzts cam software to monitor but still saw it running at only 920mhz
it is also not a cpu bottleneck as the games i tried, the max my cpu got to was 87 (this happened when i was blowing up a lot of things in just cause 3) and in the past even when my cpu had been
bottlenecking in games such as bf4 multiplayer, the osd showed it was still running at at 945mhz
this is very frustrating as although 20 mhz isnt going to make a giant difference, when accounting for the fact that its not allowing me to overclock, im losing a potentially substantial amount of frames, so any help with this issue is greatly appreciated

Have you seen these two sliders in Afterburner or AMD Catalyst/Control Panel?
It is the power limit sliders. They control the maximum power your GPU can use. For overclocking you should always set it to the maximum.

Slide them to the far right (for me it is +50%). It should take care of the underclock.

Hi! I appreciate the reply, however after trying this it did not work
i increased the power limit as far as it could go ( +20% for me) and left the core clock at 945 mhz, however im still getting only 920 mhz in game
