ASrock motherboard showing code 00 - STUMPED

i bought a bigger case (antec 1200) and psu (evga 850) and installed everything i had in my new case. everything went smooth, everything started up n worked totally fine for a good 3-4 hours (played some cs, surfed the net till i went to bed). during that time, turned it off n on at least 5 times. then i turned it off before bed

came home from work today and started it up and got no signal to my monitor. opened the case up, and bam ive got a code 00 on my asrock motherboard. all my fans were running n cpu fan and everything seemed normal but cant get past 00 code on motherboard.

done the whole takin it all back apart, puttin back together. tried with 1 ram and no ram. took out my cpu (even though cpu was never taken out) and checked that out and put back in. checked all the brass seatings to the case and everything. cleared cmos, took the battery out for an hour.

i know 00 is supposed to be bad cpu but i cant help but think my motherboards fried. but i have no way to test this as i dont have an extra cpu that fits this motherboard!!

the weirdest part is that i have my old pc plugged in the exact same surge protector and nothing is wrong with that one. the weather was as normal and mild as could be. they were both off and no one was home till i got home

looked up a lot of similar situations to mine but no ones quite got the same situation as me

4g gtx 960 graphics card
asrock z170 motherboard
evga supernova 850 g2
pny anarchy 16 gigs ddr4
cant remember cpu exactly, its an i5 5500k i think
samsung pro 512 gig m.2 SSD


ps ive built at least 10 different pcs and never had a short or bad part like this before.

update - one of my fan slots on my motherboard is dead!! labeled CHA_FAN3
