Newly built pc won't power up

My newly built pc won't power up when graphic card is connected to PCIe connector. When plug out the PCIe connector from the GPU. pc can be power up. Pls help thanks
Pc spec:

▷Intel i5-6500 3.2 GHz
▷SAMSUNG 850 EVO 250GB SSD
▷G.SKILL RIPJWAS 8GB 2400 4GB*2
▷MSI GTX1060 ARMOR 6GB OC
▷WD Blue 7200rpm 1TB
 
Solution
Test the card in another system, try with another good power supply. The power supply you got is not very good. Are you connecting the power plugs to the video card?

There is no posting at all, the GPU fans is not even spinning and I'm pretty sure that it seated correctly.
I will try to update the motherboard BIOS and see how it goes. But is there a chance that the power supply can't handle the whole built? Thanks
