Newly built pc won't power up

My newly built pc won't power up when graphic card is connected to PCIe connector. When plug out the PCIe connector from the GPU. pc can be power up. Pls help thanks
Pc spec:

▷WD Blue 7200rpm 1TB

I'd say update the BIOS but that's a pretty new motherboard. Is it not posting at all or is there just no display? Have you tried a different type of display connection from the GPU and are you sure that the card is seated properly?

There is no posting at all, the GPU fans is not even spinning and I'm pretty sure that it seated correctly.
I will try to update the motherboard BIOS and see how it goes. But is there a chance that the power supply can't handle the whole built? Thanks

It should be fine unless it's broken somehow, but these are usually software issues.

Test the card in another system, try with another good power supply. The power supply you got is not very good. Are you connecting the power plugs to the video card?
