Why is my RAM reading less than I have installed?

I have 2 8GB sticks installed and Windows 10 Pro 64bit so there shouldn't be a problem..
Please help.

Does that happen with either module? Or one specifically? If it's fine with 1x8GB, but not with the other 1x8GB, you may simply have a defective RAM module - it happens.

The reason I was shocked it because it is reading 3 different things. 12 gb, 7.98 gb, then 16 gb. CPU-z is a good program and even that is getting something off from the other sources. Try the bios like I said. It could be non matching like Barty said but even if it was like Barty suggested, why is CPU-z reporting 16gb and why is there 7.98 gb usable? Again, we need to know bios.

I bought the build off some kid that is used to Apple products. He just bought it a couple months back and didn't seem like he knew much about computers. $280, figured it was a decent deal.
AMD FX 8320 3.5HGz 8 core
16GB RAM
AMD R7 250(bout to replace with nVidia 1060)
3TB storage
Still had plastic on most of the tower
Talked him down from $400

Okay. That's what I figured. I bumped it up from 1.00v to 1.10v. It only goes in intervals of 10. Didn't fix it.

Crap sorry, that's what I meant.
I just bumped it to 1.520v now. No luck.

It tops out at 1.560.. Would it hurt to try?

Hmm, I wouldn't put much more voltage through it (1.6V would be worth checking out), but you may well simply have RAM modules that don't 'play nice' with each other.

If you post with a single RAM module, they're both recognized as 8GB each, correct?

Have you tried populating the other DIMM slots on the board?

Yes...kinda/sorta.

Try a single 8GB module (only 1 installed) - is it recognized as 8GB? Good.
Try the other one by itself. Recognized as 8GB too? Good.

Then, try different combinations of slots. Try 1&3, 2&4, 1&2, 3&4. Which motherboard is it specifically? Check the manual online for the 'recommended' slots to use.
