Can an Intel HD4600 card handle a Elgato HD60 s?

I was wondering if i could record (and maybe stream) at 720p 60FPS with an:
I5-4210M CPU @ 2.60 GHz
Intel HD4600
8GB RAM
?

Yes I read the system requirements still I'm worried about spending almost 200$ on something I can't use.

1| You should list your full system's specs inclusive of your OS. In this case you should state the make and model of your laptop/mobile computing device.

2| You listed an i5-4210M which would've been fine per the i5-4xxx minimum limitation by Elgato but you missed one critical factor:

While you own a dual core part being on the mobile platform, 4 cores is not the same as 4 threads.

3| You're going to need a dedicated GPU to operate the capture card or at least receive favorable frame rates while recording.

4| You should also know, that the degree/quality of your output will also vary if you also game on the same system that you're using to capture and stream your content. It's for this reason taht you should have one system dedicated for streaming/capturing your content.
