500w is technically enough power, but considering there are zero GOOD 500w psus on the market, I would upgrade. I also would not overclock a lot on a ~500w unit.

Short answer - Yes
Long answer - You might want an extra 100w more for better efficiency. What brand/model PSU have you got, as reliability may prevent you using it.
What's the make and model of your power supply? The minimum Nvidia recommends is 500W, so unless its a really, really off brand you'll probably be fine at stock speeds.
That rating is a bit overestimated, The system'll run max 450w at stock speeds, but yeah, as long as it isn't a poor quality unit you'll be fine even with an OC.
If it is a good PSU 500W is enough for GTX1070, assuming you do not OC your i7 and won't OC your GTX1070.
The question is more...is your 500W PSU good?
