My current build is this https://pcpartpicker.com/list/
Ignore the cooler, i thought id be able to push 4.8 ghz with that but probably wont work, please help.

Solution
I inherently don't like MSI products as they are still very crappy when it comes to QC and general quality. But that's my problem.
The thing is that it's 40$ cheaper card with better out of the box performance. But if you are after matching the theme, nothing wrong.
That budget could go to better cooler for example ;)
anyway, if you are around 100$, Arctic Liquid Freezer 240. Corsair and NZXT perform a bit worse and cost a bit more.
first, i'd like to mention that the max clock you'll be able to achieve depends on "silicon lottery".
A good cooler would allow to take the CPU a bit further even with higher voltages applied.
The very best coolers for daily use are liquid ones. But there is a huge difference in terms of noise and cooling capacity between crappy CLC coolers like the Corsair/NZXT/CM/Deep Cool/Arctic and most of the others as they are mostly rebrands of coolers made by OEMs
http://www.gamersnexus.net/guides/2122-who-actually-makes-liquid-coolers-oems
the only decent quality OEMs are Swiftech and Alphacool. If you want to keep things simple, get one of those:
https://www.ekwb.com/shop/aio/predator (240, 280 and 360 will fit your case). they are customizeable, expandable and made of decent components.
another step up would be building your own custom loop - can be done at 250-350$.

P.S.
As a side note(s):
1. there are better motherboards like Asus Maximus
2. there are better (faster) SSDs at the same price range like Crucial MX300 and SanDisk X400
3. There are better video cards at less money:
3.1 GB Windforce OC - 380$
3.2 EVGA SC Gaming - 399$
3.3 GB G1 Gaming -399$

So, I would like a something Cheaper Something for a 100$ or less that can be able to overclock at 5ghz, Even if noisy. And also, Whats weong with the MSI 1070 ? I like how it looks i'm planning to give it a paintjob. Wait never mind they are releasing the MSI 1070 quick silver OC and that one matches my build.

By the way, Its fine if i custom paint the radiator and the outside of the fans right ? For radiator i will use engine paint and normal paint for outside of the fans.

what runs 65C ?
told you previously, the cooler is important, but not as important as your luck with CPU you got.
Most probably, you will be able to get 4.5GHz without issues, but anything beyond is pure luck with the chip you got.
A good cooler just allows you to push voltages a bit more and keep the temperature in sane range.

Question, If i replace the 4 fans that come with the cpu cooler with Corsair Air series sp120 high performance edition Will i gain performance ? and how much if so ?

If you want to slim down the cooler (use only two fans instead of four), the best way is to use Noctua NF-F12 fans.
if you must have it in black, there is industrialPPC version of noctua fans.
Corsair's fans are total crap compared to noctua in terms of air moved, noise and lifespan. They only win in "look at me, I'm beautiful" category.
I had a pair of SP120 fans in the same build with a pair of NF-P12 (bought together). The NF-P12 are still running perfectly fine, while SP fans became kinda noisy (broken noisy).

I read that the ncouta fans are better, but in my budget right now those corsair ones are my option, so will they have an improvement over preformance and if ao how much do u think
