Terrible CPU spikes in Grand Theft Auto 5

Dear community,

until two days ago I didn't have that issue. I started to have some terrible CPU usage spikes that make the game unplayable. It is funny because I didn't change anything in my rig. I played the game pretty much on maxed out settings and I was happy. Now I have CPU usage spikes that avarage around 80-100% of CPU usage. The things I did to get rid of the issue I will list below together with some screenshots. BTW, nothing have worked.

1. I reinstalled the drivers
2. I scanned my PC for malware and viruses
3. I updated my MOBO Bios
4. I even tried to lower the settings in game
5. Restarted my rig few times

As I mentioned nothing worked. I was looking for the solution all over internet but couldn't find anything.

Solution
Ok I think I found what caused the problem. I usualy, out of pure habit turn off Process Lasso right after I start up my OS. I think it caused the problem. Truned that off, turned MSI Afterburner off and so far no spikes. I will monitor it for few days and will see if it still forks.

Unfortunately not. It is the GTA 5 that takes all the usage. I closed all unwanted programs that were running in the background. Funny thing is, that I don't have this issue with other games. No problem with NBA 2k17, no problem with War Thunder and any other game. And GTA 5 was fine and dandy util recently :(

I might actually have to reinstall the game as nothing worked. It doesn't make sense that it is only this game. You might be right. I wonder if the solution will be that simple. The only downside is that there is lots of GB to download. Is there anything else I could try? Oh, I also refitted my RAM and graphic card as some people said it might cause problem. It didn't.

So I did reinstalled the game as you said and it didn't help either. Is there any way to locate the issue? It is still the GTA 5 that spikes my CPU. No other services or apps in background uses the CPU. GTA 5 takes it all :(
