Plugged EPS8Pin to PCI-E8Pin and now PC wont turn on

Hello,

I'm posting on behalf of a friend. He lives in the USA and he's not into computers. I can ask him for any additional info if that's necessary.

He built an ITX PC for a custom made case he made and bought the Silverstone ST45SF-G SFX fully modular 450w 80plus gold for the power supply.
His motherboard is the GA-H170N-WIFI which has only a 4pin connector.

At first he built his computer into a retail case and everything worked perfectly but when he moved the parts into his custom case, he plugged the motherboard 8pin connector cable into the 8 pin PCI-E connector of the PSU (the blue one) instead of the dedicated EPS 8 pin connector (the black one).

Now, the PC wont turn on when plugged correctly to the PSU. He tried the PC with another PSU and it works fine but when plugged again to the Silverstone psu it does not turn on.
Did he just fried the PSU? Can he simply change a fuse or something? What else could I suggest to him? (apart from creating his own account in Tom's). He bought the system last week but do not know if he can return the PSU for this mistake.
