i5 4690k 100 CPU usage

Hello everyone since a month or two ago i have noticed a large CPU spike, whenever i boot up my computer it is at 100% with anti virus hogging it for a while then it dies down when i disable my anti virus, but when ever i play any games it always boots back up to 100%, when i watch you tube videos it tends to spike up as well. with the game being at around 95% even when it used to be at 60%. I have tried reseating the CPU and reapplied the thermal paste, in games like GTA V the CPU temp is around 55c and i have tried putting games at high priority, i have also wiped my everything from my computer using the windows recovery option. any help would be appreciated .

Use task manager/performance to see what task is using the cpu the most.

Possibly, you have accumulated malware.
Run the free edition of malwarebytes to check.

I found that windows update(windows 7) schedules itself daily and while running consumes a lot of cpu cycles.
Windows 7 hates it, but I turned off automated check for updates .

When it is convenient for me to apply updates, only then will I check for updates.
With windows 10 you nave no control over the update process.
In theory, it is a low priority process that should not interfere with other tasks.

And... You bought a "K" so you can overclock.
I suggest you look into that.

I assume you're clear of viruses etc?

Is your OS legit?

Did you upgrade from W7 or W8.1? Or have you recently installed the Anniversary Update (around 1-2 months ago, perhaps?)

Upgrades have a known issue (doesn't impact everyone though), where high CPU/Disk/Memory usage appears - I would suggest a clean install of the OS (a format & reinstall, not just a 'recovery').

Well i did upgrade from 8.1, so how do i format and reinstall also will i need my Windows OS key?

Back up any data you can't afford to lose.

Download the W10 media creation tool here: https://www.microsoft.com/en-ca/software-download/windows10
Follow the instructions to make a bootable USB or disk.

Turn off the system, attach the USB and use the 'boot override' function of your motherboard (usually F8 or similar), and select the USB to boot from.

Follow the prompts. When you reach the "install location" screen, delete any/all partitions of the drive*1 you'll be installing your OS to.
Select & proceed when all you have for drive 0 (or apprpriate number) is "unallocated". Follow the prompts, sign & and get online - you'll automatically reactivate*2.

*1. It can be usefully to disconnect any secondary drives you may have installed - just to ensure you don't accidentally delete or install to the wrong drive.
*2. Provided you're activated before you begin, your unique hardware ID is on MS's servers. It'll reactivate when you're back online as it recognizes the combination of components, and the fact you were previously activated.

I formatted both of my drives and reinstalled Windows 10 but i still have the same problem.
