Another OC Question

Hardware: MSI Z170A Gaming Pro Carbon Mobo, I-7 6700K with 32GB DDR4 2133Hz ram. Corsair H60 Liquid Cooler, and the PS is a Corsair 750W. Stock was 4Ghz with core voltage 1.28. I settle at 4.6Ghz with the core voltage upped to 1.34. XMP is disabled as well as turbo Boost. My question is what is "stable". I was able to get it up to 4.7 (1.4V) and even 4.8 (1.48V). It ran Cinebench R15 fine when testing the CPU and GPU. However, when I ran OCCT at both those clocks and voltages it ran and continued to run for more than 20 minutes but both OCCT and CPU-Z showed the base clock frequency fluctuating from 4.58 to 4.77. I adjusted the voltage up to 1.5 but it did not stabilize and I was afraid to go any higher. At no time did my core temps go above 73c. As I said in the beginning at 4.6 (1.34V) the two monitoring programs show it rock solid at 4.6. So am I crazy to care that at the higher frequencies it varies or is this in fact showing instability. Can I go higher with my core voltage due to the fact that my temps are below 80c. I was looking forward to reaching 4.8. But did I not win the silicon lottery?
