The 1080 is installed and the 1070 is a dedicated Physx card? Yes.
The Asus Strix 1070 OC with the EVGA 1070 SSC SLId? Yes. The clocks of the more powerful card will be downclocked to that of the weaker card. MSI Afterburner can fix that.
DX12 supposedly has code in it somewhere for multi-gpu. Someone has used an AMD primary card and Nvidia secondary card in an Ashes benchmark. It doesn't scale well if I remember correctly.

There is no code for it yet, but a developer can create the code, and DX12 doesn't disallow it. In DX12, it gives the control of mGPU to the dev's, so they can do pretty much what they want, but it's very hard to do. I'm not sure if it was a game or demo (I think it was a demo) that allowed what you are saying, but most DX12 will never allow it.
