FX 6350 Locked at 1.4GHz

I have read several threads concerning this but none of the fixes seem to help for me and I have tried everything short of getting a new motherboard. I am using a MSI 970 Gaming motherboard, with a FX 6350 processor, 20GB RAM, and an Nvidia GTX 660 graphics card. Everything in the BIOS that may interfere has been shut off, slow mode is off, I have reset the CMOS and the BIOS are up to date. Anyone have any other ideas what may be causing it to run so damned slow. Core multiplier won't go above or below 7 and the voltage will not go above or below .8375V. The power supply is more than enough for the system so that's not a concern. This has been really frustrating me and the problem did not start to occur until recently. The only reason I even discovered it was due to what I thought was bottlenecking in a game and the processor getting used up entirely by only a handful of processes. I cannot tell how long the issue has been going.

1.4ghz is the lowest low power state for the FX6350. This means that you are experiencing thermal throttling. Are you SURE your heatsink is properly installed? Does your case have adequate airflow? Was there anything that you could have done physically to cause this? Like have you installed a new part recently? have you done any troubleshooting?

No new parts have been installed and the heatsink is after market, installed properly. There is nothing I can think of that could have caused this physically. Before these issues began the processor was running at around 50-55C under stress for over an hour.

Case airflow is good. 4 case fans, 2 input 2 output, processor has uninterrupted airflow. The only thing that doesnt have great airflow is the NB. If its the motherboard then thats a shame, got it only about a year ago. Removing the 660 and the RAM did nothing for it.

Looks like it is time to get a new mobo. Temperatures running Prime95 are reading at about 40C clocks at 1.4GHz at most with case open and fan blowing at it.

The slow mode switch was on to begin with when I first noticed the problem and was flipped off. Turbo mode has been played with. I suspect it is the motherboard like CTurbo says

I get what you are saying, Misunderstood you there. Anything else I could try or would you suggest just get a new motherboard?

Tried that too. Tried BIOS overclocking and AMD Overdrive. It still refuses to do anything more. OC Genie was tried as well.

The original reason I got this board and processor was because my previous board has something spilled on it and we found this combo at quite the price. What board and processor would you recommend? Need to stay in the 200-350 range if possible.

 
If you are thinking of getting a new motherboard, then you will be removing the cpu cooler anyway. I would remove it now and re-apply thermal paste and give it a try.

BTW, 20GB is an odd number for RAM. Meaning you have some different sized RAM sticks installed, which is generally not a good idea. Can you try it with just matched sticks installed in the proper slots.

I had 2x2GB in one channel and 2x8gb in the other channel. Cpu cooler resetting did nothing. And I already tried the RAM.

Might you have a solution that has DDR3 RAM instead of DDR4? Want to cut the cost as much as possible.
