Massive FPS drop when gaming

Hello,

I upgraded my PC in June with a new Motherboard, RAM, GPU and CPU with a custom heatsink. When I initially installed them everything was running flawlessly, but after what seems to be the Nvidia Geforce update that completely revamped the overlay and how it runs my FPS just drops to 0 from around 150-200FPS for around 15 seconds.

This happens on Rainbow Six Siege alot normally every hour or two when playing (long play sessions) and has also happened in Paragon and ARMA 3.

I have ran stress tests on both the CPU (Prime95) and GPU (Furmark and Heaven Benchmark 4.0) and no errors occur and this puts more constant load on than any of these games could.

This FPS drop, while very extreme seems like it is some form of throttling as it never crashes my games but I don't know what's causing it as it is definitely not temperature throttling, as the CPU stays around 60-65 Celsius (while the CPU stress test stayed at 75 -78 Celsius with Prime95 and no error) and the GPU hovers around the 50-60 Celsius.

My specs are:

Mobo - Asus ROG Maximus Hero VIII
CPU - i7 6700K OC'd to 4.5 with 1.264v (also tried at 1.3v and no change but like I said the stress test gives no errors in either case)
RAM - G.Skillz Ripjaws 3200Mhz DDR4 16GB (2 x 8)
GPU - MSI Geforce GTX 1080 Gaming X 8GB not overclocked
Heatsink - Cooler Master Hyper 212 EVO

My main HDD is a SSD and secondaries is Mechanical but have never caused problems such as this.

I don't believe it is the PSU as it was working fine before the Geforce update and when monitoring the power draw for the CPU and GPU none is lost or sudden dropped when the games starts to drop FPS.

I've done HDD error checks and none was found, I've defragged and no change, and used DDU (Display Driver Uninstall) to do a complete wipe of the Nvidia display drivers and registry entries and installed only the most recent Geforce program and drivers and no change (what I thought was the culprit, a bugged update). Also tried reinstalling the games and no change, changing the game location from Mechanical to SSD and no change.

I've done thorough driver checks and updates and no change and I'm now at a loss for what might be causing this.

Any assistance would be greatly appreciated.
