I want a decent desktop but am not good at budgeting. I hope someone can help.

I would want an Intel i7, at least one terrabyte of storage, at least 8 gb of ram, windows 7 professional or above and a 4k monitor

I would hope i could get it for about 1400-1600 USD

I'm not interested in the aesthetics so it doesnt matter if the colors match
if you could post that list or a link to it here that would be great
