No display with gpu or onboard, no beeps either

Hi, recently me and a friend built him a new desktop. His specs are as follows:

Motherboard: MSI H97 Mate
CPU: Intel I5 4460
PSU: Seasonic S12II 620w (non modular)
GPU: Nvidia GTX 1060
RAM: Crucial Ballistix 8gb DDR3 1600Mhz
HDD : 1TB Seagate HDD (I think)

His computer turns on, but does not display anything.
We've tried:
* Working VGA cable connected to a working monitor
* Working HDMI cable connected to a working TV
* Booted without GPU
* Booted with GPU
* Booted with RAM stick in different positions
* Cleared CMOS

We also tried booting without any RAM sticks, which, as expected, produce 3 long beeps, indicating no RAM was connected, and, I think, that the motherboard's alive.

I'm at a loss here, what could it be?

Yeah, like I said, tried with gpu on and ram in different slots, gpu off and ram in different slots.

I doubt the PSU is dead, since the board beeps with no ram. It should beep aswell if the CPU is dead, so it shouldn't be that either. I'm bringing over my PSU to test today, just in case. Unfortunately my ram isn't and CPU aren't compatible with his board so we can't 100℅ rule it out.

I'll also bring a VGA - DVI adapter to check with his VGA monitor on his GPU.
