I'm on a $1200 budget but i've decided to ditch buying a Hard drive for now and was going to buy a better case, but how much better would a GTX 1070 Evga hybrid be water cooled vs say a 1070 g1 gaming. thanks!
you are alredy hitting the GPU limits without hitting any power or thermal limits. in this generation of cards watercooling is mostly useful for SLI setups. but for single card rigs, the air cooled cards all hit the overclocking limits very comfortably.
Would not make much of a performance difference out of the box. Temperatures would be better on the liquid cooled card for sure, so you might be able to overclock a bit more if you can planning to, but maybe not, as silicon lottery is unpredictable.
