Xbox one controller issues (vibration/noise)

About two days ago, I received my Xbox one controller (which I bough from black Friday online). As soon as I plugged it in to my PC and started playing GTA V, I noticed that it wasn't giving any strong feedback or vibration when I crashed a car in the game. No matter how many explosions or crashes there are in the game, the vibrations are very subtle, hardly noticeable and at the same time it creates a high pitch noise every time it rumbles and vibrates. (I'm running windows 8.1 by the way, I don't know if this causes something)
Should I be worried and get this returned for a refund?
Is everyone having the same issues?
Or is this the new norm on Xbox controllers? (Another Microsoft fail)

Mine doesn't create a high pitched noise, but I do find the vibrations more subtle than say the Xbox 360 controllers.

If it's emitting a high pitched noise, I'd say refund it and get a new one. Your OS wouldn't cause the controller to make some kind of funky noise. I find the noise in my One controller to be less than what the 360 had to offer, also.
