I've always had Nvidia cards so when I decided to get a card from AMD, I wasn't too thrilled when all of my games looked like trash because I had (and still have) to choose between screen tearing and 30 frames per second with vsync enabled. For the most part, I can disable vsync and set the framerate target to whatever I want but Bethesda games like Skyrim and Fallout 4 ignore absolutely everything without going into the .ini files and forcing vsync to stop it's nonsense. Even worse, I just installed Enderal and I can't even force vsync off, it's just stuck at 30 fps and I can't do anything about it.
I'm sure it isn't entirely AMD's fault aside from the fact that the drivers so far for this card are trash (at least for me they're absolute garbage) but it doesn't help my AMD experience. I've seen threads where people have this problem with Nvidia cards but everything was fine with my 680s.
Triple buffering doesn't fix anything either, not that it would because a 480 at 1440 MHz can definitely run Skyrim and Fallout at a consistent 60 fps. I need this fixed... I can't live with 30 fps! -that's not the PC gaming way. Yes I ran DDU when I installed the 480. Any advice would be appreciated.
System specs:

16 GB Kingston Hyper X
Gigabyte Z97X-SLI
RX 480
