Ram is not same latency as advertised

For long time now, like one year and half i have g skill ripjaws x ddr3 1333mhz two ram sticks were timings was 7-7-7-21 on gskill website http://www.gskill.com/en/product/f3-10666cl7d-8gbxh, but recently i started thinking about changing my build to intel platform from amd, and i started doing research about ddr4 ram, what kind i need (typical stuff) anyway, i check with cpu-z that my timings of ram is not the same as 7-7-7-21, why it is like that?

Agreed that the motherboard will read the SPD table inprinted on to the memory and will set it to that. This is not always the same as the manufactures maximum speed and timings rating because not every set of memory or system is the same. This is done to help with compatibility and ability to boot into the Bios to start.

Even the CPU has build in fudge room for weaker chips. Example: FX 8350 will be set at 1.45V @ 4.2 GHz Boost but if this high of a voltage is only needed if the chip is one of the worst out there. Many times the voltage can be lowered and the CPU will remain stable and lowering temperatures.

Example: Gskill Ares 2X4GB 1866 MHz @ 9-10-9-28 ram will default to 1600 MHz @ 11-11-11-33. This is done to help the system...
