i may buy a i7 6700 for work purpose such as running IDE and may be some large programs.
but i have seen that there is a 6700k which can be overclocked to 4.5GHz or more.
for 6700k i may buy a cheap cooler such as Antec A40 pro and as my graphics card will be perhaps 1050ti , so i chose PSU : antec HCG 400w.
Forget about motherboard - h170 or z170 i will buy are almost of same price.
now Will I benefit too much from overclocking ? or when overclocking benefits are noticeable ?
and in case of OC, is my current config (400w psu + antec a40 pro) be able to OC to 4.4 - 4.5Ghz ?

Solution
Again:
Buy the usual Cooler Master Hyper 212 EVO: available everywhere, always reliable for a mild good oc.

Any regular 400W psu will be good enough? no.

antec HCG 400w will be good enough? yes.

Can you get a stronger gpu than 1050ti when still keep using the antec HCG 400w psu? no.
Forget the h170 motherboard. For overclock get yourself a decent Z170.
Buy the usual Cooler Master Hyper 212 EVO: available everywhere, always reliable for a mild good oc.
The antec HCG 400w is ok. But it will limit your gpu choice for only low-power gpu (1050, 1050ti).

I7-6700K is already fast running at stock 4.0.

Yes, you need a cooler.
But I would not buy that particular one. The 92mm fan will be noisy and not particularly effective.
A cryorig H7 at a similar price will be quieter and more effective.

If you want to overclock a bit, and I recommend it, then you will need a Z170 based motherboard.

Overclocking is a bit of a misnomer. You start with a multiplier of 40 in the bios.
If you have a z170 motherboard, you will have the option to raise the multiplier to a higher number and get consequently better performance.
Leaving all voltages on auto, the motherboard will do what it needs to.

Your ultimate safe limit will depend on the quality of your particular chip.
Your objective is very reasonable.

As of 10/11/2016
What percent can get an overclock at a somewhat sane 1.40v Vcore.

I7-6700K
4.9 3%
4.8 19%
4.7 61%
4.6 95%

The psu wattage needed is gated by your graphics card. GTX1050ti will be satisfied by a 400w psu that includes a 6 pin pcie power connector.

I have no problem overprovisioning a PSU a bit. Say 20%.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

Not a bad idea if you might want a stronger graphics card in the future. The price differential for a 520-650w psu should not be great.

ok i am summarizing my question,
presume the motherboard is gigabyte z170x gaming 3
is this cooler can handle 4.5Ghz OC ? i have got the point of noise
is this 400w can handle Overcloking maintaing 1050ti gpu at the same time ?

The motherboard? ok.
The psu? yes.
This little cooler? nah.
If you have money for a z170+6700k you have money for a decent cpu cooler.

Ok i have got that, but in another thread someone told me that this 400w will not be able to hold OC stress,
I know not detail about OC , is it dependent on power supply ?
and does cooler master 212x or antec C40 will do the job ? sorry cryog isn't available here
