Low fps on decent pc.

Hi everyone.
So I just got my pc back and it works well. Had 70fps + in almost every game and so on but one day the fps drop to 10-20. I restarted the pc and it fixed and thought that it work but the day after I got the same problem. I have updated my gpu drivers but that didn't work. What do I do?

Specs:

i5-4590
GTX 580 1.5 GB.
16 GB ram.
MSI Z97-G43 motherboard.
850 watt power supply.
 
Solution
One thing you can check is do a CTRL+Shift+Esc to bring up the task manager, click the tab for CPU usage on processes, start the game, and tab out when it lags to view the manager. If you have a 2nd monitor it'd be even better since you wouldn't need to tab out. There's a chance another process could be conflicting when games are ran.

I had a issue happen at work with Matlab and some Symantec security software that I didn't even know was on the machine and updated itself. It would cause a thread lock as a result every time. Luckily our IT department eventually figured the issue out and issued a rollback. Something similar could be going on with your PC.

I'm playing at 1680x1050.
I test gta 5, csgo, call of duty and some more games.

At idle 35 - 45 and under load 50-60.

I thought the same thing, but not if he's playing below 1080p. Also, he was getting good fps until they randomly dropped. The temps look good, the resolution isn't demanding, and the processor's fine. I'm thoroughly confused on this one.

I think so but I just used my money on a new CPU and motherboard because I messed up a overclock and broke my old parts

I got the computer 3 days ago, so haven't change anything. Not in the games, programs and expecially not in the bios.

Yeah, I'm suspecting a software issue since he said it fixed it for a while after he restarted.

Definitely check the Task Manager as bloodroses suggests. This is utterly confusing but fascinating at the same time.

So I don't know what happened but I get the normal fps now.... I'm so confused right know....

So I got another question but this time about GPU upgrading. What would be a good upgrade from what I have now and something that wouldn't bottleneck my cpu? And it should be cheap. I'm thinking about a 1050 ti or 1060. What do you guys think?
