Strange Memory Issue (Sticks Faulty?)

Dating back since I got this memory there have been some pretty weird issues with it. I bought 2x8gbx2 (separate packages -- I know sometimes memory doesn't work well). Although I had 32GB of ram, only 16 were showing up on BIOS and being used on Windows. However, today I thought maybe I would investigate this problem more in depth.

First off, I noticed that in BIOS only 16gb were being shown. However, in windows 10, very strangely, It was saying that 29.2gb were committed, 2.7gb cached (32gb total). I was wondering why windows was seeing 4 out of 4 slots being used, and 32gb committed, but was only allowing me to use 16gb of this, so called, detected 32gb.

I then opened my PC and started fiddling with the memory sticks, switching slots, only trying one to try and detect a faulty memory stick. So I tried the two out of the first package, and bam, only 8gb. I then tried only using one of those sticks, bam 8gb again. I then tried putting in only three on the sticks, two from one package, the one from the other. When I tried this, I booted up BIOS it was strangely at 12gb. It was as if one stick was only using 4gb out of the 8gb it was supposed too. I then put in the final stick and booted up BIOS, it then showed the previous 16gb. It seems I can only manage to get 16gb if all sticks are in, however, only 8gb with one stick, and 12gb with three. I thought that maybe one of the sticks were faulty, but now I'm more confused than ever. For some reason it seems as if one of my sticks are faulty, and the other two are only using half of their memory (4gb).

I was hoping someone could enlighten me on why that is. Are my sticks faulty? is something wrong with my Motherboard? I don't know. Thanks in advance.
Also, any advice on how to fix this issue is greatly welcomed. Although I can suffice with only 16gb, I would like the use of the full 32gb.

Solution
Mixing DRAM can and often is problematic, even with exact same models. Here, start out by trying to add +0.05 to the DRAM voltage and set the CPU/NB voltage to 1.3 and give that a whirl. Let us know what it does
