PSU is making a buzzing noise and PC won't start

I had a power shortage and after that when I tried to turn on my PC and the PSU made a buzz like sound then the PC beeps but I can't see anything on my screen .is the PSU dead? Is something else wrong? Thank you

The similar problem has happened to me. You must send your motherboard (if you built your PC) or send the PC back to the factory because the motherboard has been shorted out. They will repair it for free (as long as it within warranties, but motherboard warranties last 2-3 years) and send it back to you. My motherboard was by gigabyte and it took about 1 1/2 months to fix it, but now it is fine. Go to the website and send a ticket or call the customer service line, and you may have to pay for shipping there, but it will be as good as new when you get it back.
