CPU Throttle (Think it's VRM)

Case: H440 with 7 fans (correctly installed).
CPU AMD 8350 4Ghz STOCK Water Cooled
Motherboard: Gigabyte 990X Gaming SLI
GTX 970 STOCK
Corsair VS550 PSU

When playing the game overwatch for about an hour plus the CPU frequency will drop from 4119mhz to 1440mhz causing fps drop in games. I know that this is called CPU throttle. However I'm not sure what's causing it. I've spent hundreds of pounds in upgrading parts to stop this.

I bought another motherboard thinking it was the VRMs had no heat sink. So i upgraded to one that has a heat sin (990x gaming SLI)

CPU Throttle still happens, therefore I bought a water cooler thinking that the CPU was actually overheating. After installing and playing a couple of games the CPU still throttles.

This point I was stunned and confused, Read a couple of posts on here and they say the VRMs could be overheating. Therefore I bought the NZXT H440 case that supports 8 fans, installed all the fans correctly. Couple of days of no CPU throttle. THEN!! after a couple of hours on overwatch the CPU throttles!!!!!

I'm out of ideas :mad: could you please help or show this to some experts :(

CPU temps? If its going over 62c package temp the cpu will throttle.

Is that one of the new G1 gaming boards? No info on that at all yet, but from the pictures it has 11 chokes I have never seen an amd baord with 11 chokes, so I'm not sure what VRM setup it has whatever it is it should be more than adequate. So I highly doubt the VRMs are overheating certainly not on stock clocks and voltage.
