Asrock z170m extreme4 gigabyte B150M-DS3H won't install OS

So this is a very strange problem. I have bought an i3-6100 and i5-6600 along with a cruicial 2x4gb DDR4 kit and an avexir 2x4gb DDR4 kit. New samsung 256gb 850 and nothing will install. Well that's not true entirely. With windows 7 it will not complete install on either boards or cpus. Windows 10 will install but then suffers from random reboots. What I have tried so far:
-swapped cpu and mobo combinations
-swapped memories
-updated both boards to latest BIOS
-memtest on both sets of memory
-swapped power supplies

I am just stumped now. These were all new parts ordered from newegg. Not sure what it could be so asking for any suggestions from the good folks here on tom's hardware. Thanks in advance!

The error also occurs when trying to install windows 10 so that solution wouldn't help me unless I'm only doing a windows 7 install on the asrock mobo only. I did mention I have a gigabyte as well.

Well the last install of windows 10 seemed to go well. Then I decided to add a new user and voila the reboot problem showed up again. It rebooted as the new user created was logging into the desktop and then rebooted into windows but the file explorer icon was blank now.

UPDATE:
Tried the asrock board again with the suggestion by Calvin and it seems to have installed windows 7 fine. Not sure why windows 10 was giving me issues with a fresh install though but happy that I got something working on this brand new build.
