What is going on? In need of serious help.

Hi.

I have a few years old PC kinda upgraded with mediocre components, but lately, something just seems a bit off.
The specs are:
AMD FX-8350
Asus Radeon R9 280
16 Gigs of ram, 8 gigs of unknown brand - 1600 mhz, and 8 gigs of HyperX Fury 1600 mhz
A big old 500 gb HDD with 7200 RPM (I think it's hitachi)

Lately some games, like League of Legends and CS:GO started to run on lower and lower fps, (from 400 in League to like 140 and 400 in CS:GO to 90) and i have absolutely no idea what could be causing it. I reinstalled windows 7 about a month ago and even the Videos started to lag in chrome. Whenever i enter fullscreen mode on Youtube, video switches from the smooth 60 FPS to like 20 or so. Tried running a few benchmark tests, got 6120 points in Firestrike 1.1 with an average of ~30 FPS.

Also, i'm planning on upgrading to a Gtx 1070 since i can only run Dark Souls 3 on high with being able to stay over 60 fps all the time.

I'd be so happy to know what's up with my computer, since i use it to both school and as my freetime.

1| It's bad practice to mix and match rams in a system. I'd suggest you remove the old kit or the new ones and see if the issue persists.
2| When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them as:
CPU+CPU Cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

3| I'm assuming that the motherboard BIOS is up to date while you're on the latest drivers for your chipset/USB and graphics card.

4| If it's only games, then you might want to try reinstalling them and see if that changes anything. Another suggestion would be to run malwarebytes and see if your system caught onto any infections.
