How to set up an internetless wifi hotspot? Or a very simple server maybe?... (Chromecast no internet).

Ok, I know that title is probably confusing as all heck. But here's the deal... I work in a place with no internet. I get a lot of free time.. Anyways I have a chromecast at home. I have an android phone and a netflix membership. I have a TV at work. lol... Phone is really small and uncomfortable to hold for any amount of time not to mention sound is crap and headphones get sweaty and uncomfortable.. You probably see where I'm going with this already.

Netflix just released a new Download and Go feature which allows you to download movies to an Android or IOS device and watch them later. The chromecast option is still available when watching downloaded movies.

So I need to figure out how to set up a very small network/wifi signal to connect my chromecast and phone to so that I can cast my downloaded movies to my chromecast on the TV. I haven't paid for the option of tethering/wifi hotspot on my phone. And I do not have unlimited data.. well I do I just don't have unlimited High speed data lol.. I only get 2 gigs then it makes old school AOL dial up look faster than lightning lmao. So I need to do this locally to where it will not need to use any data or internet to cast to the chromecast.

I have a windows 10 PC with a wireless card that I take to work with me and game on... I could set up a simple server on that if thats what I need to make this happen. Also if range was/is going to be an issue.. I would say on average everything would be within 3ft of each other..

Sorry I'm not real tech savvy when it comes to networking/servers/creating wifi signals lol.

 
Solution
I don't think you even need to get that complicated IIRC the Chromecast allows for direct casting without a WiFi network. Just plug it in and go to the chromecast app on your phone and search for it.
