GTX970 random FPS drop Spikes

Hey i have been having some issues recently when gaming. My game goes from 70 fps to 1 fps for 1 to 5 seconds at random times, like every 5-10 minutes or so. I have a pretty good rig and this didn't use to be an issue before. My clocks all spike down and my processor also reaches 99% i believe. Here is a graph of the event: http://i.imgur.com/dFoaWEa.png
That is also my OC settings displayed there. Even without OC the issue is exatcly the same.

Specs:
Processor Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz
Video Card NVIDIA GeForce GTX 970 4Gb
RAM 8.0 GB
Operating System Microsoft Windows 10 (build 14393), 64-bit

I run all windows updates, all graphics card updates, and i use Driver Booster to update all my other drivers. I have enough space in my SSD's, always 10+GBs. I ran disk defrag, i ran virus scans and malwarebytes and nothing found. My ram never goes past 80% in-game, and both the CPU and GPU never go past 60º (CPU sometimes 65).

FPS games become unplayable. Please does some1 know how to fix this? Or what is the problem?
