How do I know if my PSU is bottlenecking my system?

Hi, I want to know how I would find out if my power supply is bottlenecking my components.

Here's my budget gaming rig

PSU- Cougar 400w (Came with MG100 case)
CPU- Intel Pentium G4400
RAM- 8GB DDR4
MoBo- Gigabyte H110M-S2PV
GPU- nVIDIA GeForce GTX 1050 ti

Some people have told me that Cougar is a garbage brand for power supplies and cannot deliver the advertised watts.

If you have any solutions that would be much appreciated! :D

400w is enough power for a system of that spec , well if is there no kind of problem then there no need of thinking about that PSU's quality, but getting a good PSU would be recommended though ,
