First of all, I got a new PC yesterday. The PC seems very tidy and ran fine, but the problem is to start up. When I turned on the PC, it pops up a message like "Reboot and select proper boot device". I had no idea so I just went to the internet and tried to find a solution, but I didn't found the problem. This is the first time boot, so I have not an operation system yet.

Yes, I went to BIOS and checked everything, but still it has the same problem. Yes, I took a look on my computer and everything was fine. Everything was plugged in and worked fine, but it still pop up the message.

My PC Specs:
Intel Core i5-6400 processor.
GeForce GTX 1060 3GB GDDR5.
1TB Hard Drive 7200rpm.
8GB DDR4 2133MHz Dual channel, 2x4GB.
ASRock Fatal1ty B150 Gaming K4 Motherboard.
500W Power Supply.

Solution
OS may be free but has to be installed on a disk. You need to buy windows of your choosing on a DVD disk or on a USB stick and it has to be installed on your main HDD.

I can't install the OS when it's booting, and if I need an OS, I must buy a CD. So it means that I need a CD to get an OS?

Oh, really? I thought OS was free after booting. So there's no other way to get OS on the computer? Seems that I need to buy a Windows 10 DVD.

The OS isn't free (not if it's Windows at any rate, but a Linux distro is if that's what you prefer).

Windows 10 was free as an upgrade (so it wouldn't have applied to you anyhow).

But whether you opt for Windows or a flavour of Linux, you have to obtain it and install it yourself.

A bit daunting for the first time of doing it as I recall (20 years ago was my first self-install), but a modern version of Windows should install without any drama on a new PC.

Good Luck!
