GTA V bad peformance on RX 460

So I've upgraded my PC to an i3-6100 and a RX 460, with 8GB RAM. So far it's working like a wonder on games like Witcher 3 and Fallout 4, Rise of the Tomb Raider. However, I'm having troubles in GTA V. I get high FPS drops frequently, and the FPS isn't that high anyway. It happens especially in city and when i quickly turn my screen. I've monitored my PC, and the i3 is working at around 80-90%, and the RX has a lot of spikes from 100 to 0-30. While it's still playable, I know it can be much smoother. I should have the latest drivers since I upgraded just 2 weeks ago, and I'm playing at 1080p High Settings, with tesselation and AO turned off(Game not above the 2GB VRAM limit). Is there a fix?

turn off motion blur than try it also try disabling vsync and check if you have dx10 or dx11 enabled for me game works lot better on dx11 than it does on dx10
